Request for Proposal: Assistant Data Analyst and Director of Marketing and Outreach

To Submit a Proposal

Proposals must be received by Monday, December 13, 2021 at 3:00 P.M. (MST). Proposals received after the deadline will be late and ineligible for consideration.

The preferred method of submitting your proposal is electronically through the U3P Utah Procurement Place website. You may access the proposals by entering the AOC code in the keyword search field. (Assistant Data Analyst AOC – AOC22004; Marketing and Content Manager AOC – AOC22005). Please be sure to follow the application submission instructions.

If you cannot submit bids through the U3P Procurement Place please contact Dustin Treanor to work out how to submit copies of your proposal via certified/priority mail or by hand. If Dustin approves sending your proposal via other means, proposals must be received at the Administrative Office of the Courts, 450 South State, ATTN: Dustin Treanor, PO Box 140241, Salt Lake City, Utah 84114-0241 prior to the posted due date and time. You must list the bid number and write PRIVATE BID on the outside of the envelope.

All proposals must include:

  • RFP Form. The State’s Request for Proposal form completed and signed.
  • Executive Summary. The executive summary should be approximately 2- 3 pages and is to fully describe the offeror’s proposal with enough detail to show they meet the qualifications listed above.  It should indicate which requirements can or cannot be met by the offeror. The reader should be able to determine the essence of the proposal by reading the executive summary. Protected information requests should be identified in this section.

Assistant Data Analyst – AOC22004

Duties

The Contractor will provide the following services to the Utah Supreme Court’s Office of Legal Services Innovation:

  1. Assist the Office of Legal Services Innovation in collecting, cleaning, and managing Utah Sandbox data
  2. Communicate with the Office to identify strengths and weaknesses in data reporting strategies
  3. Construct and prepare datasets for the Office of Legal Services Innovation (Office) for data analysis and reporting
  4. Identify useful additional codes for legal matters of services, based on entity data reporting
  5. Proofread and assist in formatting Office data reports
  6. Assist in conducting literature reviews pertinent to the data and regulatory functions of the Office
  7. Assist in identifying strategic partnerships
  8. Complete work product as property of the Office of Legal Services Innovation.

Minimum Qualifications

  • Vendors must have a Bachelor’s degree or above.
  • Experience, training, or education relevant to data collection, cleaning, and management.
  • Sufficient analytic and communication skills.
  • Proficiency in Microsoft Office or Google G Suite.
  • Experience in a regulated professional setting such as but not limited to law or medicine.

Desired Qualifications

  • Experience working with diverse stakeholders
  • Experience in a customer, client, or consumer service environment
  • Experience in applied research or evaluation
  • Experience, training, or education in the areas of data analytics as well as another applied professional

Supplemental Information

The contract resulting from this RFP will start with contract award during December 2021 or January 2022 and expire around 12/31/2022. The contract is for 14 hours per week, on average, not to exceed 728 hours for the contract. It is also expected that the number of hours per week will vary based on deliverable timelines of the Office of legal Services Innovation. The contract has an option to be renewed with terms adjusting based on scope of work and funding up to (2) additional years. Costs will be locked at the set rate of $30 per hour for the entire term of the contract.

This is a grant funded position.

Typically, the contractor may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc. Special physical demands are not required to perform the work.

Marketing and Content Manager – AOC22005

Duties

The Office of Legal Services Innovation, a division of the Utah Supreme Court, is seeking a Marketing and Content Manager to develop an advertising and marketing plan for the Office and to develop content for entities participating in the Utah Legal Sandbox for new and innovative legal business models and services. Examples of tasks include:

  • Support the Executive Director and Chair of the Innovation Office in executing the regulatory activities of the Office.
  • Develop and implement a marketing plan to encourage and advertise sandbox participation on various platforms
  • Oversee content development including resources for entities, pamphlets for training and education, website content, forms for entity processes, etc.
  • Improve existing resources and documents including Office manual
  • Maintain google drive resources and bank of materials created (all products are owned by the Office)
  • Prepare presentations to the board and Court to highlight initiatives and entity status
  • Event planning and advertising
  • Assist with other outreach activities of the Office as needed
  • Manage Office email and website submissions from the community

Minimum Qualifications

  • Must have a Bachelors’ degree or three years of relevant experience or combination of education, training and experience.
  • Excellent project management, planning & organizational skills.
  • Excellent interpersonal and communication skills
  • Ability to deal with conflict
  • Willingness to adjust roles and responsibilities as needed
  • Proficiency in MS Word and Excel.
  • Proficiency with Google documents and Google drive
  • Proficiency with Survey Monkey Apply platform
  • Proficiency with WordPress and website design
  • Proficiency with social media platforms including Twitter, Facebook, Instagram, etc…

Desired Qualifications

  • Located in Salt Lake City or willing to relocate or travel somewhat frequently.
  • Knowledge of or background experience in regulation and its implementation preferred. 
  • Proficiency with Adobe Indesign
  • Legal experience or paralegal
  • Understanding of the Sandbox

The Contract resulting from this RFP will start with a contract award in December 2021 or January 2022 and expire on 12/31/2022. Up to (2) years of extensions are possible by mutual agreement if funding is made available at that time. Costs will be locked at the set rate of $28 per hour for the entire term of the contract.
