“The American access to justice crisis demands bold and immediate action. Through the Innovation Office and the Sandbox, our Supreme Court seeks to unleash the transformative power of innovation and capital into the legal services market for the benefit of all Utahns.”
– Chief Justice Matthew B. Durrant, Utah Supreme Court
The Utah Legal Regulatory Sandbox
The Utah legal regulatory sandbox is a pilot project and experiment launched by the Utah Supreme Court designed to test whether changing the way the practice of law is regulated in Utah will increase access to justice without increasing consumer harm. The project is in “Phase 2” and is currently authorized to August 2027. Operations are housed within the Utah State Bar.
The Utah Supreme Court has created the Ad Hoc Regulatory Reform Committee to assess the results of the pilot project and make recommendations on whether any regulatory changes should be adopted when the Sandbox concludes. More information is available here.
Sandbox Phase 2
The Utah Supreme Court enacted new policy changes starting in September 2024. Based on the information gathered so far, the Court has decided that further narrowing the scope of the Sandbox will better promote its objectives and align with its jurisdiction over the practice of law in Utah. These changes are currently being implemented. More information about Phase 2 of the Sandbox is available here.
