This Standing Order establishes a pilot legal regulatory sandbox, an Office of Legal Services Innovation, and the Legal Services Innovation Committee of the Utah Supreme Court to assist with overseeing and regulating the practice of law by nontraditional legal service providers or by traditional providers offering nontraditional legal services. Unless otherwise provided, this Order shall expire on the seventh anniversary of its effective date.

Phase 3 Note: Certain policies within the Innovation Office Manual have since been updated for alignment with the Utah Supreme Court’s Phase 2 guidance. Updates include a revised consumer disclosure policy, revised fee policy ($5,000 annual fee), streamlined data metrics, retirement of the licensing policy, criminal history guidelines, and the new Utah Innovation Requirement.  Please also note that the Supreme Court closed the alternative business structure (ABS)-only portion of the Sandbox.  The LSI Committee will be considering additional policy changes in line with the Court’s guidance.

The Innovation Office Manual is a working document.  As a pilot program, the policies and requirements of the Sandbox are iterative; changes are made as more information is gathered.  

The Innovation Office Manual contains the policies and procedures of the Office of Legal Services Innovation of the Utah State Bar through which it executes the Utah Supreme Court’s mandate to assist with regulating non-traditional legal services and entities along with the Court’s Legal Services Innovation Committee.

The Innovation Office Manual was updated on February 20, 2024 to reflect the following:

  • Updated definitions for Controlling and Financing Persons (see page 6)
  • Discretionary requirement for credit checks (see page 9)
