On May 15, 2026, Utah Supreme Court announced Phase 3, with a focus on sunsetting the Sandbox and institutionalizing reform efforts.

      • Application Cut-Off Date: 5:00PM MST on May 29, 2026.

      • New Application Standard: “At this late stage of the Sandbox, applications should — in addition to meeting all existing requirements — have at least a plausible connection to the regulatory reforms that will be permitted after the Sandbox sunsets.”  Applications will not be recommended that “are unlikely to fit into the reform efforts that will be institutionalized post-Sandbox.”

      • Supreme Court’s Ad Hoc Committee on Regulatory Reform: The Committee on Regulatory Reform “is charged with producing a final report that recommends which reforms should be institutionalized after the Sandbox sunsets.”  Meetings occur weekly via WebEx and are open to the public.

      • Fees: The annual fee of $5,000 will be collected from current entities
