Standing Order 15
This Standing Order establishes a pilot legal regulatory sandbox, an Office of Legal Services Innovation, and the Legal Services Innovation Committee of the Utah Supreme Court to assist with overseeing and regulating the practice of law by nontraditional legal service providers or by traditional providers offering nontraditional legal services. Unless otherwise provided, this Order shall expire on the seventh anniversary of its effective date.
Innovation Office Manual
The Innovation Office Manual is currently being updated to align it with the Phase 2 policy changes from the Utah Supreme Court (the next update is planned for early 2026). Updates will include a revised consumer disclosure policy, revised fee policy ($5,000 annual fee), consumer survey, data metrics, and the new Utah Innovation Requirement. The Committee will be considering additional policy changes in line with the Court’s guidance.
The Innovation Office Manual is a working document. As a pilot program, the policies and requirements of the Sandbox are iterative; changes are made as more information is gathered.
The Innovation Office Manual contains the policies and procedures of the Office of Legal Services Innovation through which it executes the Utah Supreme Court’s mandate to regulate nontraditional legal services and entities under the direction of the Court’s Legal Services Innovation Committee/
Recent Updates: The Innovation Office Manual was updated on February 20, 2024 to reflect the following:
- Updated definitions for Controlling and Financing Persons (see page 6)
- Discretionary requirement for credit checks (see page 9)
